British Broadcasting Corporation Gaza Documentary Deemed a 'Serious' Breach of Media Rules, Says Broadcasting Watchdog

The public service broadcaster engaged in a "major breach" of broadcasting rules by not revealing that the presenter of a film about Gaza was the child of a Hamas official, as ruled by UK media regulator Ofcom.

An inquiry by the media regulator into the programme Gaza: How to Survive a Warzone has found that the film was "significantly deceptive".

The head of the BBC had previously apologised, saying there had been "a serious error in relation to factual correctness".

Ofcom has ordered the broadcaster to broadcast a prime-time statement about its decisions.

"Given this constitutes a significant violation of our rules, we are directing the BBC to air a announcement of our conclusions against it on the BBC's second channel at 9pm, with a timing to be confirmed," the statement read.

'Risk to Erode Credibility'

The regulator's announcement said: "The inquiry we conducted found that the film's omission to reveal that the narrator's parent served in a post in the Hamas-administered authority was significantly deceptive.

"Consequently that the audience did not have essential details which may have been very significant to their evaluation of the presenter and the information he shared.

"Confidence is at the core of the connection between a broadcaster and its audience, especially for a national broadcasting corporation such as the BBC.

"This error had the potential to damage the significantly high amounts of confidence that viewers would have invested in a factual film from the broadcaster about the conflict in Gaza."

The documentary was removed from the online platform in the month of February after the narrator's familial connections were revealed, and in this past July an corporation's own inquiry concluded it breached the corporation's editorial guidelines on truthfulness.

A BBC spokesperson said: "The authority's determination is in accordance with the conclusions of the internal assessment, that there was a major oversight in the documentary in relation to the corporation's content standards on factual correctness, which aligns with clause 2.2 of the authority's broadcasting regulations.

"We have apologised for this and we comply with the regulator's ruling in its entirety. We will comply with the penalty as soon as the schedule and language are confirmed."
